Why in the news?

The Union Housing and Urban Affairs Ministry has extended the deadline of its Smart Cities Mission from June this year to June 2024.

Key points

This mission enables all 100 smart cities to not only complete their projects but also document and disseminate the learnings from the mission.

Smart Cities Mission

  • The Smart Cities Mission is a flagship initiative of the Government of India that aims to transform urban areas into sustainable, livable and citizen-friendly spaces by leveraging technology and innovation.
  • The mission was launched by the Prime Minister in 2015.
  • Under the mission, all 100 cities had set up integrated command and control centres at a total cost of Rs 11,775 crore.
  •  A total of 526 projects of smart mobility, 116 of smart energy, 411 of water, sanitation and hygiene, 343 each of creating vibrant public spaces and economic infrastructure, 203 of social infrastructure and 145 of smart governance are still under progress.

Present Status of the Mission

  • According to the latest data available on the Smart Cities Mission website, out of the total 7870 projects worth Rs. 1,81,045 crores identified by the 100 smart cities, 5627 projects worth Rs. 1,06,385 crores (59%) have been completed and 2243 projects worth Rs. 74,660 crores (41%) are under various stages of implementation as on 10 April 2023.
  • the cities had completed 5,700 projects or 72% of the total number of projects and 60% of the total value of the projects.
  • Under the mission, 66 of the cities are small, with less than 1 million population and are implementing two-thirds of the projects, as per a ministry source.
  • Over 80% of the projects in the big cities have been completed, while the completion rate for smaller cities stands at 66%, said the source.
  • The average pace of completion amounts to 100 projects worth Rs 1,850 crore being done every month, and in most cities, the amount of spending under the mission is higher than their routine budget spending,
  • In total, Rs 71,000 crore has been released to the cities, of which Rs 38,000 crore is from the Centre and the remaining from states and urban local bodies.
  •  Around 90% of the released funds have been utilised and the Rs 8,000 crore that has been budgeted for 2023-2024 would be enough to complete the projects, .
  •  In addition, 232 projects under the public-private partnership worth Rs 15,006 crore have been taken up in 53 cities. These projects include infrastructure like multi-modal transport hubs, common mobility cards and public bike sharing.

Vision

  • With an increase in urban population and rapid expansion of areas, the government is looking at smarter ways to manage complexities, increase efficiencies and improve quality of life.
  • This has created a need for cities that monitor and integrate infrastructure to better optimise resources and maximize services to citizens.

Objective of the smart city initiative

 To promote sustainable and inclusive cities that provide core infrastructure to give a decent quality of life, a clean and sustainable environment through application of some smart solutions such as data-driven traffic management, intelligent lighting systems, etc.

केंद्रीय आवास और शहरी मामलों के मंत्रालय ने अपने स्मार्ट सिटीज मिशन की समय सीमा इस साल जून से बढ़ाकर जून 2024 कर दी है।

यह मिशन सभी 100 स्मार्ट शहरों को न केवल अपनी परियोजनाओं को पूरा करने में सक्षम बनाता है बल्कि मिशन से मिली सीख का दस्तावेजीकरण और प्रसार भी करता है।

स्मार्ट सिटी मिशन

  • स्मार्ट सिटीज मिशन भारत सरकार की एक प्रमुख पहल है जिसका उद्देश्य प्रौद्योगिकी और नवाचार का लाभ उठाकर शहरी क्षेत्रों को टिकाऊ, रहने योग्य और नागरिक-अनुकूल स्थानों में बदलना है।
  • मिशन की शुरुआत प्रधानमंत्री ने 2015 में की थी।
  • मिशन के तहत, सभी 100 शहरों ने 11,775 करोड़ रुपये की कुल लागत से एकीकृत कमान और नियंत्रण केंद्र स्थापित किए थे।
  •  स्मार्ट गतिशीलता की कुल 526 परियोजनाएं, स्मार्ट ऊर्जा की 116, जल, स्वच्छता और स्वच्छता की 411, जीवंत सार्वजनिक स्थान और आर्थिक बुनियादी ढांचा बनाने की 343, सामाजिक बुनियादी ढांचे की 203 और स्मार्ट प्रशासन की 145 परियोजनाएं अभी भी प्रगति पर हैं।

मिशन की वर्तमान स्थिति

  • स्मार्ट सिटीज मिशन की वेबसाइट पर उपलब्ध नवीनतम आंकड़ों के अनुसार, रुपये की कुल 7870 परियोजनाओं में से। 100 स्मार्ट शहरों द्वारा चिन्हित 1,81,045 करोड़ रुपये की 5627 परियोजनाएं। 1,06,385 करोड़ (59%) पूरे हो चुके हैं और 2243 परियोजनाएँ रु। 10 अप्रैल 2023 तक 74,660 करोड़ (41%) कार्यान्वयन के विभिन्न चरणों में हैं।
  • शहरों ने 5,700 परियोजनाओं या परियोजनाओं की कुल संख्या का 72% और परियोजनाओं के कुल मूल्य का 60% पूरा किया था।
  • मिशन के तहत, 66 शहर छोटे हैं, जिनकी आबादी 10 लाख से कम है और मंत्रालय के एक स्रोत के अनुसार दो-तिहाई परियोजनाओं को लागू कर रहे हैं।
  • बड़े शहरों में 80% से अधिक परियोजनाएं पूरी हो चुकी हैं, जबकि छोटे शहरों के लिए पूर्णता दर 66% है, स्रोत ने कहा।
  • हर महीने 1,850 करोड़ रुपये की 100 परियोजनाओं को पूरा करने की औसत गति, और अधिकांश शहरों में, मिशन के तहत खर्च की जाने वाली राशि उनके नियमित बजट खर्च से अधिक है,
  • कुल मिलाकर, 71,000 करोड़ रुपये शहरों को जारी किए गए हैं, जिनमें से 38,000 करोड़ रुपये केंद्र और शेष राज्यों और शहरी स्थानीय निकायों से हैं।
  •  जारी की गई धनराशि का लगभग 90% उपयोग किया जा चुका है और 2023-2024 के लिए बजट में दिए गए 8,000 करोड़ रुपये परियोजनाओं को पूरा करने के लिए पर्याप्त होंगे।
  •  इसके अलावा, 53 शहरों में सार्वजनिक-निजी भागीदारी के तहत 15,006 करोड़ रुपये की 232 परियोजनाएं शुरू की गई हैं। इन परियोजनाओं में मल्टी-मॉडल ट्रांसपोर्ट हब, कॉमन मोबिलिटी कार्ड और पब्लिक बाइक शेयरिंग जैसे बुनियादी ढांचे शामिल हैं।

लक्ष्य

  • शहरी आबादी में वृद्धि और क्षेत्रों के तेजी से विस्तार के साथ, सरकार जटिलताओं का प्रबंधन करने, दक्षता बढ़ाने और जीवन की गुणवत्ता में सुधार करने के लिए बेहतर तरीके देख रही है।
  • इसने उन शहरों की आवश्यकता पैदा की है जो संसाधनों को बेहतर ढंग से अनुकूलित करने और नागरिकों को सेवाओं को अधिकतम करने के लिए बुनियादी ढांचे की निगरानी और एकीकरण करते हैं।

स्मार्ट सिटी पहल का उद्देश्य

 टिकाऊ और समावेशी शहरों को बढ़ावा देने के लिए जो डेटा-संचालित यातायात प्रबंधन, बुद्धिमान प्रकाश व्यवस्था आदि जैसे कुछ स्मार्ट समाधानों के उपयोग के माध्यम से जीवन की एक अच्छी गुणवत्ता, एक स्वच्छ और टिकाऊ वातावरण देने के लिए बुनियादी ढांचा प्रदान करते हैं।
