India-Japan Defence Cooperation
Context
India and Japan significantly expanded their Special Strategic and Global Partnership by signing a landmark Memorandum of Arrangement (MoA) on Maritime Security Cooperation. The framework establishes operational synergies between the Indian Navy and the Japan Maritime Self-Defense Force (JMSDF) across Maritime Domain Awareness (MDA), Search and Rescue (SAR), and protection of vital Sea Lines of Communication (SLOCs).
Core Pillars of the Agreement
- Joint Shipbuilding & Maintenance: Co-development and naval ship design combining Japan’s high-tech maritime expertise with India’s domestic manufacturing capabilities under the Make in India initiative. The agreement also lays the groundwork for reciprocal ship repair facilities.
- UNICORN Project: Fast-tracking the operational deployment of the Unified Complex Radio Antenna (UNICORN) system. As the first flagship equipment transfer project between the two nations, this stealthy antenna mast significantly reduces radar signatures on naval platforms.
- Deep-Tech R&D & Defense Industry Forum: Institutionalization of advanced defense research collaboration between India’s DRDO and Japan’s Acquisition, Technology & Logistics Agency (ATLA). A dedicated Defense Industry Forum will coordinate private and state-led industrial ventures.
- Expanded Bilateral Exercises: Enhanced joint operational complexity in naval exercises (JIMEX), army exercises (Dharma Guardian), and air combat drills (Veer Guardian).
Profile: Japan (Strategic & Geographical Overview)
- Basic Profile: East Asian island nation (capital: Tokyo) comprising four main primary islands—Honshu, Hokkaido, Kyushu, and Shikoku.
- Tectonic Vulnerability: Positioned at the intersection of four major tectonic plates (Pacific, Philippine, Eurasian, and North American), making it highly susceptible to seismic activity, earthquakes, and tsunamis.
- Critical Maritime Chokepoints:
- Tsushima Strait: Strategic passage connecting the East China Sea with the Sea of Japan.
- La Perouse (Soya) Strait: Separates southern Sakhalin Island (Russia) from northern Hokkaido (Japan).
- Active Island & Territorial Disputes:
- Kuril Islands (Northern Territories): Contested with Russia.
- Senkaku Islands (Diaoyu): Contested with China in the East China Sea.
- Dokdo (Takeshima): Contested with South Korea.
Conclusion
The new defence framework elevates the India-Japan partnership from strategic dialogue to joint industrial co-production and operational integration. By pairing Japan’s advanced naval engineering with India’s manufacturing ecosystem, both nations bolster their defense capabilities and secure vital trade routes across a Free and Open Indo-Pacific.
