The ongoing West Asia conflict in 2026 has significantly disrupted global oil supplies, once again highlighting India’s heavy energy dependence. This volatility has revived intense interest in ethanol-based solutions, specifically the world-leading Proálcool model from Brazil, as a blueprint for India's energy security.

 

About Brazil’s Proálcool Programme

What it is? Launched in 1975, the Programa Nacional do Álcool (Proálcool) is a pioneering national biofuel initiative. It was created in response to the 1973 global oil crisis to phase out gasoline in favor of ethanol derived from sugarcane.

Core Objectives:

  • To insulate the national economy from the volatility of international crude oil prices.
  • To achieve energy sovereignty by utilizing domestic agricultural surpluses.
  • To foster a sustainable rural economy by creating a massive market for sugarcane farmers.

 

Key Features of the Brazilian Model

  • Mandatory Ethanol Blending: Brazil enforces a legal mandate for blending ethanol with petrol (known as Gasoline C). This blend has evolved from roughly 11% in the early years to approximately 27–30% today, ensuring a guaranteed, large-scale market for producers.
  • Flex-Fuel Vehicle (FFV) Ecosystem: Since the early 2000s, Brazil has championed engines equipped with sensors that can detect the fuel mix. These vehicles can run on 100% petrol, 100% ethanol (E100), or any combination of the two.
  • Dual Fuel Infrastructure: Unlike many nations, Brazilian fuel stations are legally required to offer both blended petrol and pure hydrous ethanol. This empowers consumers to switch fuels based on real-time price fluctuations.
  • Tax Incentives: The Brazilian government historically used lower value-added taxes on ethanol compared to gasoline to drive consumer adoption and make biofuel the more "pocket-friendly" choice.

 

Lessons for India’s Ethanol Roadmap

  • Ambitious Blending Targets (E30–E100): While India is currently targeting E20 (20% ethanol blend), the Proálcool model suggests that moving toward E30 or higher is technically feasible and strategically necessary for deep decarbonization.
  • Scaling Flex-Fuel Engines: India can accelerate the policy push for Flex-Fuel Vehicles. Encouraging manufacturers to adopt FFV technology will allow the Indian consumer to use higher ethanol blends without worrying about engine compatibility.
  • Integrated Policy & Tax Reform: Implementing a uniform and lower GST regime for ethanol-blended fuels (as compared to pure fossil fuels) can improve pricing efficiency and incentivize both production and consumption.
  • Agricultural Synergy: Much like Brazil, India is a top sugarcane producer. Replicating this model helps manage sugar surpluses and ensures better price realization for farmers in states like Uttar Pradesh and Maharashtra.
