Context

India’s Digital Public Infrastructure (DPI) has transformed governance, financial inclusion, and service delivery through interoperable digital systems for identity, payments, data sharing, and public services. It has become a major foundation of India’s digital economy, estimated at 12–14% of national GDP.

Background & Core Framework

Origin & Evolution:

Built on open Application Programming Interfaces (APIs), interoperable protocols, and public digital rails, India’s DPI, also called the “India Stack”, enables presence-less, paperless, and cashless service delivery while improving digital inclusion.

Foundational Pillars

  • Digital Identity: India’s biometric identity system provides verifiable digital identity to more than 145 crore citizens, enabling direct access to welfare, banking, and public services.
  • Real-Time Payments: Unified Payments Interface (UPI) enables instant, low-cost, mobile-based payments and has become a global model for digital retail payments.
  • Data Governance & Sharing: Data Empowerment and Protection Architecture (DEPA) enables citizens to securely share financial and administrative data through consent-based systems such as Account Aggregators.
  • Unified Access Portals: DigiLocker and UMANG provide access to thousands of government services through digital single-window platforms, reducing paperwork and physical visits.

  • Manufacturing & Hardware Surge: Production Linked Incentive (PLI) initiatives helped electronics manufacturing reach ₹13.11 lakh crore in 2025–26, making electronics India’s third-largest export segment.
  • Universal Telecom Expansion: Active internet users crossed 109.2 crore, while mobile broadband tariffs declined by 97.6% over the past decade. 4G coverage reached more than 6.31 lakh villages.
  • Globalized Financial Rails: UPI accounted for about 85% of domestic retail electronic transaction volume in FY 2025–26 and established linkages with 11 foreign countries.
  • Democratized Commerce: Open Network for Digital Commerce (ONDC) connected over 5 lakh merchants with around 20 crore consumers across 1,000 cities.
  • Digital Government Procurement: Government e-Marketplace (GeM) recorded over ₹18.4 lakh crore in cumulative merchandise value and engaged more than 11 lakh micro and small vendors.
