Context

In 2025, the Government of Karnataka announced plans to set up a permanent statutory State Water Commission through new legislation. The initiative seeks to ensure equitable water distribution, efficient management, and long-term water security while addressing recurring inter-state and intra-state river disputes.

About the Proposal

Background:
 The proposed Commission will be a technical and expert-based statutory body modeled on the Central Water Commission (CWC). It will provide scientific and policy guidance to the state on water conservation, sustainable use, dispute resolution, and long-term planning for major basins such as Kaveri, Krishna, and Mahadayi.

Core Mandate and Powers:

  • Advise on sustainable water management and usage efficiency.
     
  • Recommend water reuse, recharge, and wastage reduction measures.
     
  • Offer policy and technical inputs on water disputes.

Dispute Resolution Role:
 The Commission will assist Karnataka in inter-state river disputes — notably Krishna, Kaveri, and Mahadayi — and focus on intra-state water allocation, coordination, and technical representation before central bodies.

Constitutional Basis:

  • Entry 17, State List: Empowers states to manage water use and governance.
     
  • Entry 56, Union List: Gives the Centre authority over inter-state rivers.
     

The proposed body reflects cooperative federalism, ensuring coordination with central agencies like the CWC and Ministry of Jal Shakti.
