Context
 The Bureau of Energy Efficiency (BEE) released the State Energy Efficiency Index (SEEI) 2024 on 29 August 2025, assessing the progress of energy efficiency initiatives across Indian states and Union Territories.

 

About State Energy Efficiency Index (SEEI)

Definition:
 A composite measure to track, compare, and rank the energy efficiency performance of Indian states and UTs.

Developed by:
 BEE in collaboration with the Alliance for an Energy Efficient Economy (AEEE).

First Launch: 2018; SEEI 2024 is the sixth edition.

Purpose:

  • Enable data-driven monitoring of energy efficiency progress.
     
  • Promote healthy competition and innovation among states.
     
  • Support India’s vision of net-zero emissions by 2070.
     

 

Key Findings of SEEI 2024

  • Coverage: 36 states/UTs assessed for FY 2023–24 using 66 indicators.
     
  • Sectors Covered: Buildings, Industry, Transport, Agriculture, DISCOMs, Municipal Services, Cross-sector initiatives.
     

Performance Categories:

  • Front Runners: >60%
     
  • Achievers: 50–60%
     
  • Contenders: 30–50%
     
  • Aspirants: <30%
     

Top State Performers by Energy Consumption Group:

  • >15 MToE: Maharashtra
     
  • 5–15 MToE: Andhra Pradesh
     
  • 1–5 MToE: Assam
     
  • <1 MToE: Tripura
     

Sectoral Highlights:

  • 24 states notified the Energy Conservation Building Code (ECBC) 2017.
     
  • 31 states implemented electric mobility policies.
     
  • 13 states promoted solar agricultural pumps, with Kerala achieving 74% adoption.
     
  • All 36 states/UTs prepared State Energy Efficiency Action Plans (SEEAPs).
     

 

 

Bureau of Energy Efficiency (BEE)

  • Established: March 2002 under the Energy Conservation Act, 2001.
     
  • Nodal Ministry: Ministry of Power, Government of India.
     
  • Objective: Promote energy efficiency and conservation across all sectors.
     

Key Functions:

  • Implement Star Rating for appliances.
     
  • Formulate energy conservation policies, codes, and building regulations.
     
  • Monitor state performance via SEEI and support SEEAPs.
     
  • Assist India in meeting climate commitments and advancing the energy transition.
