Why in News?

  • Recently, India has become the third largest fish producing country in the world through Pradhan Mantri Matsya Sampada Yojana.

Key points:

  • The Central Government is continuously working towards improving the quality of life and economic welfare of the coastal community in the country, especially the marine fishermen.
  • India is the third largest producer of fish in the world and eight percent of the world's fish production is in India.
  • Since the launch of Pradhan Mantri Matsya Sampada Yojana, fish production in the country has been increasing continuously.
  • Fish production in the country in 2021-22 was more than 162 lakh tonnes, which was about 141 lakh tonnes in 2019-20.
  • During the same period, in terms of value, the export of fish increased by Rs. 46 thousand 662 crore to Rs. 57 thousand 586 crore.
  • Fisheries capable of providing sustainable livelihoods As India marches ahead on various fronts and makes its presence felt on the global stage in various fields, the Indian fisheries sector is growing at a very fast pace.
  • India has already become the third largest fish producer, second largest aquaculture producer and fourth largest exporter of fish and fishery products.
  • It has registered a double digit annual growth rate of 10.34% in the financial year 2021-22 and has reached a record fish production of 162.48 lakh tonnes with further growth in the near future.
  • The sector provides sustainable livelihoods to over 2.8 crore people, mostly within marginalized and vulnerable communities, and has been instrumental in bringing about lasting improvements in the socio-economic conditions of the poor and downtrodden.
  • Special provision in the budget amounting to Rs. 1624.18 crores during 2022-23 and Rs. 2248.77 crores against Rs. 1360 crores during 2021-22 for fisheries department. This marks an overall increase of 38.45% as compared to the budget for FY 2022-23 and is one of the highest ever annual budgetary support for the department.
  • Apart from this, there is a targeted investment of Rs 6,000 crore for fisheries under this scheme, which aims to further increase the income of fishermen, fish sellers and micro and small entrepreneurs engaged in fisheries sector.

About Pradhan MantriMatsyaSampadaYojana:

  • It is a sustainable development scheme focused on the fisheries sector, which was launched on 10 September 2020 for a period of 5 years from 2020-21 to 2024-25.
  • The main motto of this scheme is 'Reform, Perform and Transform' in the fisheries sector.
  • The scheme is to be implemented in all the States/UTs under the Atmanirbhar Bharat package.
  • Under this scheme, a target has been set to provide employment to 55 lakh people by 2024-25.
  • The investment of Rs 20,050 crore under this scheme is the highest investment in the fisheries sector.
  • Under this scheme, fishermen are also provided with the benefit of insurance cover, financial assistance and Kisan Credit Card facility.

Objectives:

  • To accelerate rural development and rural economy by harnessing rural resources.
  • To expand basic and comprehensive infrastructure.
  • Promotion of fishing harbors and landing centres.
  • Provision of post harvest facilities to reduce post harvest losses.

Impact of Pradhan MantriMatsyaSampadaYojana

  • Through this scheme, it will help to increase fish production from 137.58 lakh metric tonnes in the year 2018-19 to 220 lakh metric tonnes by 2024-25.
  • PMMSY will help in maintaining an average annual growth of about 9 per cent in fish production.
  • Under PM MatsyaSampadaYojana, the contribution of GVA of fisheries sector to Agriculture GVA will be increased from 7.28% in 2018-19 to about 9% by 2024-25.
  • It will help in increasing fish export earnings from Rs 46,589 crore in the year 2018-19 to about Rs 1 lakh crore by the year 2024-25.
  • Will increase the productivity in aquaculture from an average of 3 tons at present to about 5 tons per hectare.
  • Through this scheme, the loss of crops will be reduced from the reported 20-25 percent to about 10 percent.
  • The scheme will help in increasing the domestic fish consumption from about 5 to 6 kg to about 12 kg per person.

Efforts of Government of India for fisheries sector:

  • Efforts of the Central Government Apart from the agriculture sector, the Central Government is also paying special attention to the marine economy. In such a situation, several steps are being taken by the Central Government for the conservation and prosperity of the coastal ecosystem.
  • The Blue Revolution initiated by the Central Government is proving to be an important step in the direction of economic revolution and is becoming a source of employment, production and exports for lakhs of people.
  • Along with this, the Central Government is also giving Kisan Credit Cards to the people engaged in fish farming so that there is no hindrance due to lack of capital.
  • On the other hand, for the first time, the Central Government has started promoting startups by entrepreneurs to achieve the targeted fish production under AzadiKaAmritMahotsav.

Way Forward:

  • Real potential of water bodies and natural resources present in the country should be harnessed for the benefit of fisheries and fish farmers
  • Water bodies should be improved by technology and public storage and riverine and marine animal husbandry program so that maximum fish area can be promoted.
  • Scientific and technological methods should be adopted in fisheries to bring India on top in the world in terms of productivity.
