Why in news:

Recently, under the leadership of Chief Minister Yogi Adityanath, Finance Minister Suresh Khanna presented the annual budget for the financial year 2024-25.

  • Under the concept of Ramraj, this budget was started by reciting the couplet – Ehi Mahan Adi Madhya Avasana.
  • The budget size is ₹7 Lakh 36 thousand 437 Crore 71 lakh (₹7,36,437.71 Crore).

Important Facts

  • This is the biggest budget in the history of UP.
  • Presented on February 5, this is the third budget today of the second term of the Yogi government of Uttar Pradesh.
  • In this budget of the state government, maximum emphasis has been laid on women, youth, farmers and employment generation.
  • A budget of more than ₹7.36 Lakh crore has been presented for the financial year 2024-25.
  • New schemes worth ₹24,863.57 Crore have been launched in this budget.
  • The state budget has more than doubled in the last 7 years.

Revenue Receipts:

  •  6 Lakh 6 thousand 802 Crore 40 Lakh (6,06,802.40 Crore) in the budget.
  • The share of tax revenue in revenue receipts is 4 Lakh 88 thousand 902 crore 84 lakh (4,88,902.84 Crore).
  • In this, own tax revenue is 2 Lakh 70 thousand 86 crore (2,70,086 Crore).

  • The fiscal deficit is estimated at 86 thousand 530 Crore 51 lakh (86,530.51 crore), which is 3.46 percent of the estimated gross state domestic product for the year.

Key Features:

Food Processing:

Uttar Pradesh Food Processing Industry Policy, 2022:

  • Rs 300 crore (three times as compared to the current year) to provide financial incentives to eligible units.
  • Provision of Rs 50 crore under Uttar Pradesh Food Processing Industries Policy, 2017 (25 percent more than the current year).
  • Average sugarcane productivity: increased from 72 to 84 metric tons per hectare (additional profit of 25 percent to farmers).

Current crushing season 2023-2024 (estimate):

  • Sugarcane cultivation – 29.66 lakh hectares,
  • Sugar production – more than 110 lakh tonnes.
  • Efficiency improvement of Farmer Cooperative Sugar Mill, Nanauta, Saharanpur district,
  • Increase in crushing capacity of Cooperative Sugar Mill Limited, Gajraula, District Amroha to 2500~4900 TCD.
  • Establishment of 5000 TCD capacity Sulphurless Sugar Plant at Pipraich and Munderwa to give emphasis on production of Sulphurless Refined Sugar.
  • Establishment of a distillery and compressed bio gas plant with an ethanol production capacity of one lakh liters per day.
  • The teaching and learning work of Agricultural College, Gonda, under Narendra Dev University of Agriculture and Technology, Ayodhya, will start from the academic session 2023-2024.
  • Provision of Rs 100 crore for various new works in agricultural and technological universities and colleges.
  • Establishment of Mahatma Buddha Agricultural and Technological University, Kushinagar: Provision of Rs 100 crore.

Milk Production:

  • Scheme for strengthening and revitalization of milk unions - Rs 106 crore 95 lakh proposed.
  • Nand Baba Milk Mission Scheme – Rs 74 crore 21 lakh proposed (21 percent more than the current year).
  • Uttar Pradesh Milk Products Incentive Policy-2022: Rs 25 crore proposed to encourage milk industry units.
  • New Dairy Plant (under construction), Mathura: Rs 23 crore 30 proposed, capacity - 1 thousand liters per day.
  • Cow Protection Centers (operational): 303 (in all the districts of the state for cow protection and to solve the problem of destitute cattle).
  • About 7,239 cow shelters are operated in the state. A total of 14 lakh 38 thousand bovine animals have been protected in these shelters in urban and rural areas.
  • Animal Disease Control Scheme: Rs 195 crore 94 lakh proposed (68 percent more than the current year).
  • Establishment of veterinary colleges in Gorakhpur and Bhadohi districts: Rs 100 crore proposed.
  • Risk Management and Livestock Insurance Scheme: Rs 78 crore 55 lakh proposed (about three times that of the current year).

​Fish production and productivity:

Pradhan Mantri Matsya Sampada Yojana:

  • To be operated from the year 2020 to the year 2025.
  • Rs 190 crore proposed for the construction of Aqua Park.
  • A total of Rs 310 crore is proposed to cover male and female beneficiaries.

Loan

  • Short-term loan- Distribution of Rs 8,787 crore to 14.35 lakh farmers in the year 2023-2024.
  • Long Term Loan – Disbursement of Rs 257 crore in the year 2023-2024.
  • Crop Loan: Rs 525 crore proposed (at lower interest rate).
  • Warehousing Scheme: Rs 30 crore proposed for strengthening and repair of warehouses.

Rabi marketing year 2023-24:

  • Minimum support for wheat: Rs 2125 per quintal (fixed).

Kharif Marketing Year 2023-24:

  • Minimum support price of paddy: Rs 2183 per quintal (common category) and Rs 2203 per quintal (grade-A category).
  • The Government of India has also fixed the minimum support price for maize, millet and jowar in the Kharif marketing year 2023-24.

Pradhan Mantri Ujjwala Yojana:

  • Distribution of free gas cylinders to more than 56 lakh beneficiaries in the year 2023-2024.
  • Rs 2200 crore proposed to provide free food grains and free LPG cylinder refill to the beneficiaries of Ujjwala scheme.

Food Supply Scheme:

  • Rs 17,661 crore 60 lakh proposed.

Self Employed:

  • Chief Minister Youth Entrepreneur Development Campaign – Rs 1000 crore proposed.
  • Chief Minister Micro Entrepreneur Accident Insurance Scheme (to operate from 2023): Financial assistance up to a maximum of Rs 5 lakh proposed for micro entrepreneurs.
  • For promotion of industrial institutions in private sector – 10 pledge parks (under construction).
  • Target of creating 40,000 jobs in the textile industry sector in the financial year 2024-2025.
  • Atal Bihari Bajpai Powerloom Electricity Flat Rate Scheme-Budget proposal of Rs 400 crore (for the upliftment of handloom weavers as well as powerloom weavers).
  • Soil Art Integrated Development Programme: Rs 11 crore 25 lakh proposed.

PM Mega Integrated Textiles and Apparel Scheme:

  • Mega Textile Park approved in Lucknow-Hardoi in an area of about 1000 acres.
  • This park will attract investment of ten to fifteen thousand crore rupees in textile and apparel sector which will create about 1 lakh direct and 2 lakh indirect employment opportunities.
  • A provision of Rs 200 crore is proposed for the establishment of textile park.
  • Establishment of National Institute of Fashion Technology (NIFT) in Varanasi – Rs 150 crore proposed.
  • Pt. Deendayal Village Industries Employment-Rs 14 crore proposed.
  • Khadi and Village Industries Development and Employment Promotion Policy – Rs 15 crore 75 lakh proposed.

Uttar Pradesh Data Center Policy-2021:

  • The target was to develop 03 state-of-the-art private data center parks and develop 250 MW data center industry in the state.
  • 08 Determining the target of setting up a data center
  • Setting a target of creating 900 MW capacity with an estimated investment of Rs 30,000 crore.

Uttar Pradesh Electronics Manufacturing Policy-2017:

  • Investment – Achieving the target of more than Rs 20,000 crore
  • About 3 lakh jobs were created.
  • Electronics Manufacturing Policy-2020: The target is to attract investment of Rs 40,000 crore and establish 03 Centers of Excellence in the state.
  • Along with special schemes related to semi-conductor, data centre, startup and IT sectors, a policy has also been implemented to encourage electronics manufacturing in the year 2022.

Global Investors Summit- 2023:

  • Potential for investment of about Rs 3867 crore and employment for about 2.15 lakh persons in the electronics manufacturing sector.

Education:

  • Operation Kayakalp: Provision of Rs 1000 crore in the financial year 2024-2025
  • Establishment of digital library at Gram Panchayat and ward level: Proposed budget provision of Rs 300 crore in the financial year 2023-2024 and Rs 498 crore in the financial year 2024-2025.
  • Rs 168 crore proposed for distribution of free uniforms to about 30 lakh students above the poverty line.
  • By the year 2024-2025, all the government secondary schools of the state will be saturated with basic facilities and smart classes and ICT will be installed in every government secondary school. A provision of Rs 516.64 crore is proposed under the Samagra Shiksha Yojana for making arrangements for the lab.
  • A provision of Rs 200 crore is proposed for infrastructure facilities in aided non-government secondary schools.
  • Establishment of new government Sanskrit schools: Rs 5 crore proposed.
  • Establishment of one state university each in Moradabad, Vindhyachal Dham and Devi Patan divisions: Rs 51.20 crore proposed.
  • Chief Minister Apprenticeship Incentive – Rs 100 crore proposed to encourage education.
  • Swami Vivekananda Youth Empowerment Scheme: Rs 4000 crore proposed for tablet-smart phone distribution.

Sports:

  • Award scheme for winning players of national and international competitions: Rs 50 crore proposed.
  • Establishment of Sports Science and Injury Centre: Rs 12 crore proposed.
  • 124 rural stadiums and multipurpose halls have been constructed in 117 development blocks of the state.
  • The folklore team of Uttar Pradesh won the gold medal by securing the first position in the 26th National Youth Festival held in Karnataka from January 12 to 16, 2023.

Agriculture:

  • The total reported area in the state is 241.70 lakh hectares, out of which farming is done in 160.95 lakh hectares. The target is to achieve the growth rate of agriculture sector in the state at 5.1 percent.
  • PM Kusum Yojana: Rs 449 crore 45 lakh is proposed (more than twice as compared to the current financial year).
  • Three new schemes are being started with the aim of promoting agriculture. It has been decided to establish State Agricultural Development Scheme, World Bank assisted UP Agris Scheme and Automatic Weather Station- Automatic Rain Gauge in the development blocks and gram panchayats of the state. Rs 200 crore, Rs 200 crore and Rs 60 crore are proposed for these schemes.
  • Mukhyamantri Khet Suraksha Yojana (Approved): Rs 50 crore proposed.
  • Pradhan Mantri Crop Insurance Scheme: Compensation of Rs 831 crore was paid to about 10 lakh insured farmers for 2022-2023 till the month of October, 2023.
  • Pradhan Mantri Kisan Samman Nidhi Yojana: By December, 2023, an amount of about Rs 63,000 crore was transferred to the accounts of 2 crore 62 lakh farmers through DBT.
  • Pradhan Mantri Kisan Maan-Dhan Yojana: Small and marginal farmers of the state are being provided an assured monthly pension of Rs 3000 for both men and women on attaining the age of 60 years.

Infrastructure Development:

  • Swachh Bharat Mission (Rural): Proposed Rs 4867 crore 39 lakh (more than twice as compared to the current year).
  • A provision of about Rs 57 crore is proposed for the construction of multipurpose Panchayat buildings.
  • Uttar Pradesh Matra Bhoomi Yojana: 33 crores proposed.
  • Pradhan Mantri Awas Yojana (Rural): About Rs 2441 crore proposed in the financial year 2024-25.
  • Under the Legislative Area Development Scheme, a provision of Rs 2520 crore (including GST) is proposed for development works in the financial year 2024-2025.
  • National Rural Employment Guarantee Scheme: Proposed to be around Rs 5060 crore.
  • National Rural Livelihood Mission: Proposed around Rs 3695 crore.
  • Pradhan Mantri Gram Sadak Yojana: Rs 3668 crore proposed.
  • Accelerated Economic Development Scheme: Rs 2400 crore proposed.
  • Rs 575 crore proposed for Purvanchal Development Fund and Rs 425 crore proposed for Bundekhand Development Fund.
  • Pradhan Mantri Awas Yojana (Urban): Proposed approximately Rs 3948 crore.
  • AMRUT 2.0 scheme (launched in year 2021): Rs 4500 crore proposed.
  • Mahakumbh Mela 2025: Rs 2500 crore proposed.
  • Chief Minister-Green Road Infrastructure Development Scheme (Urban): Rs 800 crore proposed (60 percent more than the current year).
  • Urban Flood and Storm Water Drainage Scheme: Rs 1000 crore proposed.
  • Chief Minister Urban Underdeveloped Slum Development Scheme: Proposed Rs 675 crore (about double the current year).
  • A provision of Rs 500 crore is proposed for a new scheme for urban services and infrastructure development.
  • State Smart City Scheme: Rs 400 crore proposed (63 per cent more than the current year).
  • Kanha Gaushala and Destitute Animal Shelter Scheme: Rs 400 crore proposed (more than twice as compared to the current year).
  • Chief Minister Urban Expansion - A provision of Rs 3000 crore is proposed in the budget for the year 2024-2025 for developing townships under the New City Incentive.
  • A budget provision of Rs 914 crore is proposed as Uttar Pradesh's share in the Delhi-Ghaziabad-Meerut Corridor Regional Rapid Transit System project.
  • Kanpur Metro Rail Project: Proposed Rs 395 crore.
  • Agra Metro Rail Project: Proposed Rs 346 crore.
  • Rs 100 crore proposed for all-round development of Ayodhya.
  • Jal Jeevan Mission: Proposed Rs 22,000 crore.
  • Chief Minister Minor Irrigation Scheme: Rs 1020 crore proposed.
  • Rain Water Harvesting and Ground Water Augmentation Scheme: Proposed provision of Rs 80 crore (about 51 percent more than the current year).
  • A provision of Rs 65 crore is proposed for ground water recharging and construction of check dam, which is about 23 percent more than the current year.
  • A provision of Rs 2881 crore is proposed for widening and strengthening works of state highways.
  • A provision of Rs 1750 crore is proposed for the development of charitable roads.
  • A new Industrial Development Authority (BIDA) is being formed in the Bundelkhand region, under which there is a plan to develop industrial, commercial and residential townships in the Bundelkhand region on the lines of Noida and Greater Noida.

Uttar Pradesh Solar Energy Policy-2022:

  • A target has been set to produce 22000 MW electricity in the next 5 years.
  • There were 288 MW solar energy projects in the state in the year 2017, which is now around 2600 MW.
  • 328 MW solar rooftop projects have been established in the state.
  • Ayodhya and Varanasi cities are being developed as model solar cities.
  • Under PM Kusum component C-1, a provision of Rs 100 crore is proposed for solarization of private on-grid pumps, which is twice the amount of the current year.

Uttar Pradesh State Bioenergy Policy, 2022:

  • Rs 60 crore proposed (33 per cent more than the current year).
  • Under the Green Energy Corridor-2 project of the Government of India, it is planned to develop a 4000 MW capacity solar park for solar energy production in the Bundelkhand region of the state.

Uttar Pradesh Civil Aviation Promotion Policy:

  • Continuous efforts are being made by the state government to increase air connectivity in the state. This objective is being accomplished through the Regional Connectivity Scheme (RCS-UDAN) of the Government of India and the Uttar Pradesh Civil Aviation Promotion Policy of the State Government.
  • Selected airports for air connectivity like Aligarh, Azamgarh, Moradabad, Shravasti and Chitrakoot have been developed and the development work of Mayurpur (Sonbhadra) and Sarsawa (Saharanpur) airports is in progress.
  • Rs 150 crore proposed for the establishment and expansion of Maharishi Valmiki International Airport in Ayodhya.
  • To attract FDI, investment of Fortune Global 500 and Fortune India 500 companies in the state, Incentive Policy for Foreign Direct Investment and investment of Fortune 500 companies - 2023 has been announced.
  • This is the first attempt of its kind by any state to attract global investment on a large scale. A provision of Rs 250 crore is proposed for the implementation of the policy.
  • Ganga Expressway Project: Proposed Rs 2057 crore 76 lakh (more than twice as compared to the current year).
  • A provision of Rs 500 crore is proposed for the construction of a new link expressway to connect Agra-Lucknow Expressway and Purvanchal Expressway.
  • Atal Industrial Infrastructure Mission: Rs 400 crore proposed (33 per cent more than the current year).
  • With the inauguration of Maharishi Valmiki International Airport, four international airports are operational in the state.
  • South Asia's largest international airport is about to open in Jewar, Noida. With this, Uttar Pradesh will become the only state in India with five international airports.

 Health:

  • Under the Ayushman Bharat programme, it is targeted to establish 1600 health and wellness centers in the state. 1035 government Ayurvedic, Homeopathy and Unani hospitals are being converted into health wellness centres.
  • At present, 2110 Ayurvedic, 254 Unani and 1585 Homeopathy hospitals along with 8 Ayurvedic, 2 Unani and 9 Homeopathy colleges and their affiliated hospitals are operational in various districts of the state.
  • In the financial year 2024-2025, under the AYUSH Department, the main target is to complete the construction work of Mahayogi Guru Gorakhnath AYUSH University, Gorakhpur, establish Government Ayurvedic College in Ayodhya district and Government Homeopathic Medical College in Varanasi district.
  • National Rural Health Mission: Rs 7350 crore proposed in the financial year 2024-2025.
  • Pradhan Mantri Ayushman Bharat Health Infrastructure Mission Scheme: Rs 952 crore proposed for works like establishment of Health Wellness Center Care Unit, Integrated Public Health Lab etc. in rural and urban areas in the state.
  • A provision of Rs 300 crore is proposed for the Ayushman Bharat Chief Minister Jan Arogya Abhiyan in the financial year 2024-2025.
  • A budget provision of Rs 322 crore is proposed for the Pradhan Mantri Matra Vandana Yojana in the financial year 2024-2025.
  • There are 65 medical colleges in the state, out of which 35 are run by the state government and 30 by the private sector.
  • The number of B.Sc Nursing colleges in the government sector was increased from 6 to 23.
  • Rs 400 crore proposed for the establishment of a medical college in Varanasi.
  • A provision of Rs 125 crore is proposed for free medical facilities for incurable diseases.
  • Maternal mortality rate- reduced from 285 per lakh (year 2014) to 167 per lakh in the year 2022.
  • Infant Mortality Rate: Decreased from 48 per thousand (year 2014) to 38 per thousand in the year 2020.
  • Free dialysis facility is being provided in all 75 districts of the state.
  • More than 4 crore 86 lakh Ayushman cards have been distributed under Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana. Free medical facilities up to Rs 5 lakh per year are being provided to the beneficiary families through empaneled government and private hospitals.

Citizen security:

  • Operation Trinetra: 8,54,634 CCTV cameras installed.
  • For the safety of women and senior citizens, installation and integration of CCTV cameras at important places in the Safe City Project, identification of dark spots and installation of lights, identification of hot points, installation of pink booths and arrangement of panic buttons in buses and taxis. It is being ensured.
  • 3 women PAC battalions are established in Lucknow, Gorakhpur and Badaun districts. Action is being taken to establish 5 more PAC battalions in Balrampur, Jalaun, Mirzapur, Shamli and Bijnor districts.
  • 06 divisions of Uttar Pradesh Special Security Force have been formed.
  • For the safety and empowerment of women, a continuous campaign is being run by forming 1,699 anti-Romani squads.
  • Cyber crime cell has been formed in all the police stations. At present cyber crime police stations are operational in all 75 districts.

Social and Economic Development:

  • Pradhan Mantri Jan Dhan Yojana: Uttar Pradesh ranks first in the country with 9 crore accounts.
  • Pradhan Mantri Suraksha Bima Yojana: Till now, Uttar Pradesh is at first place with 5 crore 54 lakh enrollments in the state.
  • Pradhan Mantri Jeevan Jyoti Bima Yojana: Till now, Uttar Pradesh is at second place with enrollment of 1.90 crores in the state.
  • Atal Pension Yojana: So far, there has been an excellent performance of 1 crore 18 lakh enrollments in the state.
  • Uttar Pradesh has made significant progress in developing world class infrastructure. The connectivity of air, water, road and rail network developing in the state will provide facilities to the manufacturing units in the industries of the state in transportation of their goods which will increase the exports from the state.
  • Uttar Pradesh has received the category of ‘Achievers’ in the Ease of Doing Business Ranking and Accessibility of Logistics in Various States (LEADS-2023) ranking.
  • Old age pension is being provided at the rate of Rs 1000 per month to about 55 lakh senior citizens of the state.
  • About 8.32 crore workers of Uttar Pradesh have been registered on the 'e-Shram' portal created by the Government of India, which is the highest in the country.
  • 53,800 Yuvak Mangal Dal and 51,300 Mahila Mangal Dal have been formed in the Gram Panchayats of the state. Through these parties, participation of youth has been ensured in works of national and social importance.
  • Under the Mukhyamantri Yuva Swarozgar Yojana, 1,79,112 jobs have been created so far in the MSME sector, benefiting 22 lakh 389 beneficiaries.
  • One District One Product Financing Scheme: 1,92,193 jobs generated through 13,597 beneficiaries.
  • About 4.08 lakh jobs were created under Vishwakarma Shram Samman Yojana and One District One Product Skill Upgradation and Toolkit Scheme.
  • Uttar Pradesh Skill Development Mission: 12.15 lakh youth were trained out of which 4.13 lakh youth were employed in various reputed companies.
  • In the year 2023-2024, about 37 lakh Kisan Credit Cards were distributed till the month of October, 2023.
  • Chief Minister Village Industries Employment: In the year 2023-2024, till the month of October, 2023, employment was provided to 7418 people along with capital investment loan of Rs 1854.88 lakh to 408 beneficiaries.
  • Mukhyamantri Kanya Sumangala Yojana: A total assistance of Rs 15000 is being provided in 6 different categories.
  • Women Farmer Empowerment Project: It is targeted to provide technical support by forming 200 producer groups in the financial year 2024-2025.
  • Uttar Pradesh Rani Lakshmibai Mahila and Bal Samman Kosh: It is proposed to provide financial compensation of Rs 1 lakh to Rs 10 lakh.

Mahatma Gandhi NREGA:

  • Creation of 28 crore 68 lakh man days in the financial year 2023-2024,
  • 75 lakh 24 thousand workers were provided employment.
  • The target is to create 33 crore man days in the financial year 2024-2025.

Conclusion:

Today Uttar Pradesh has emerged as a leading state in the field of social, economic, infrastructure and industrial development. Successful implementation of the budget proposed by the Uttar Pradesh government requires political will and efficient administration.
