Makhana (Euryale ferox), commonly known as fox nut, is an important aquatic crop traditionally cultivated in shallow ponds, wetlands, and water bodies. For centuries, it has been an integral part of the rural economy and cultural life of the Mithila and northern Bihar regions. However, in recent years, makhana has moved beyond its traditional regional identity and emerged as a high-value commercial food product with growing global demand. This transformation has been driven by increasing consumer preference for healthy, clean-label and nutrient-rich foods. Makhana is valued for its protein, minerals, antioxidants and relatively low glycemic characteristics, making it suitable for the growing health-food and wellness market. Rising domestic consumption and expanding international demand are encouraging modernization across the entire value chain, including cultivation, processing, packaging, branding and exports. Thus, the makhana sector represents an important example of how a traditional regional agricultural product can be transformed into a globally competitive commodity.

Production and Regional Importance in India

India is the world's leading producer of makhana and contributes more than 80 percent of global supply. During 2025–26, India's total makhana production reached approximately 80,590 metric tonnes, with an average productivity of around 2.34 metric tonnes per hectare. Bihar is the country's dominant production centre, accounting for nearly 75 percent of India's total output. Within Bihar, the Kosi Basin, Mithila and Seemanchal regions are the major cultivation areas. Makhana has a particularly strong cultural and economic association with the Mithila region. The distinctive regional variety, known as “Mithila Makhana”, has received a Geographical Indication (GI) tag, strengthening its regional identity and market value. Bihar's favourable climatic conditions, abundant wetlands and water resources provide suitable conditions for makhana cultivation. Consequently, the crop has become an important source of rural employment, agricultural income and local economic activity.

Market Growth, Exports and Economic Potential

The domestic makhana market has expanded rapidly over the past few years. Between 2021–22 and 2024–25, the domestic market reportedly grew at an annual rate of around 17–18 percent. At this rate of expansion, the market is projected to reach approximately тВ╣11,000–12,000 crore by 2029–30. The growing popularity of makhana is not limited to traditional consumption. It is increasingly being marketed as a roasted snack, flavoured food product, health food and ingredient in various packaged food products.

International demand has also expanded significantly. India exports roughly 40 percent of its total makhana production. The United States, Canada and the United Arab Emirates are among the major export destinations, together accounting for approximately 77 percent of India's overseas shipments. However, this concentration creates a potential vulnerability for the sector. Excessive dependence on a few markets can increase export risks and restrict the ability of Indian producers to capture higher international prices. Greater penetration into high-value European markets, including countries such as Germany, could therefore provide opportunities for improved price realization and export diversification.

Major Structural and Technological Challenges

Despite strong demand, the makhana sector continues to face several structural and technological challenges. One of the most significant problems is its labour-intensive nature. The collection of makhana seeds from the bottom of ponds remains largely manual. Workers often have to enter shallow water bodies to collect the seeds, making cultivation physically demanding and increasing production costs. Labour can account for nearly 36 percent of the total cultivation cost, which may reach around тВ╣1 lakh per hectare.

Another major challenge is the high capital requirement for processing. Modern mechanical popping units may require an investment of approximately тВ╣12–14 lakh. Such high costs make advanced processing inaccessible to many small and marginal farmers. As a result, farmers are often forced to sell raw seeds at relatively low prices, while much of the value addition occurs later in the supply chain.

Post-harvest management is another major concern. Raw makhana seeds are highly hygroscopic and can absorb moisture from the surrounding environment. Inadequate drying and storage conditions, particularly after the monsoon, can result in fungal contamination and losses of around 25–30 percent. Climate-related risks further complicate production. The Kosi Basin is highly vulnerable to monsoon flooding, which can cause recurring production losses of around 20–30 percent in vulnerable districts.

Access to institutional credit is also a major challenge. Many seasonal cultivators operate through informal land leases or unrecorded pond arrangements. The absence of formal land and lease records makes it difficult for such farmers to obtain bank loans and other institutional financial support. Consequently, they may become dependent on informal moneylenders who often charge significantly higher interest rates.

Government Initiatives and Institutional Support

Recognizing the economic potential of the sector and its structural constraints, the government has introduced several targeted initiatives. The National Makhana Board is intended to provide greater institutional coordination across the sector, with a focus on processing, post-harvest management, branding, supply-chain development and exports. Such institutional coordination can help integrate a highly fragmented value chain and improve market access for producers.

In addition, a Central Sector Scheme for the development of makhana has been allocated тВ╣476.03 crore to support the availability of quality planting material, post-harvest infrastructure and farmer capacity building. The introduction of a dedicated HSN classification for popped makhana is another important development. Product-specific classification can improve trade monitoring and enable the formulation of more targeted export and trade policies.

The National Research Centre for Makhana at Darbhanga plays an important role in research and development, including the development of improved varieties, cultivation technologies and mechanized processing solutions. The PM-FME Scheme and the One District One Product framework can further support small and micro-level processing enterprises. Together, these measures aim to shift the sector from the sale of raw agricultural produce towards organized processing and greater value addition.

Export Expansion and Future Strategy

For long-term growth, India needs to strengthen the entire makhana value chain rather than focusing only on increasing production. Export diversification should be a major priority. Dependence on the United States, Canada and the UAE should gradually be reduced by developing direct access to European and other high-value markets. Entering these markets will require strict compliance with international food safety standards, pesticide residue limits, sanitary requirements and quality certifications.

Mechanization is another critical area for intervention. Developing field-based cultivation models alongside traditional pond cultivation could reduce labour requirements and production risks while expanding the area under cultivation. Establishing decentralized processing centres and community-level mechanical popping units near production clusters could also reduce the capital burden on individual farmers. Cooperative models and Custom Hiring Centres could allow small producers to access expensive machinery without purchasing it individually.

Post-harvest infrastructure must also receive greater attention. Solar-powered drying systems, moisture-proof storage facilities and improved local warehousing can significantly reduce losses caused by fungal contamination and excess moisture. At the financial level, formal recognition of land leases and pond-use arrangements would help tenant farmers access institutional credit, crop insurance and government support. These measures would allow farmers to participate more effectively in the higher-value stages of the supply chain rather than remaining dependent on the sale of raw seeds.

Conclusion: Towards a Global Makhana Industry

India's makhana sector is undergoing a significant transformation from a traditional wetland-based crop into a high-value agricultural and food-processing industry. India's dominant position in global production, Bihar's strong regional concentration, the GI recognition of Mithila Makhana and rapidly growing domestic and international demand provide a strong foundation for future expansion.

However, production growth alone will not guarantee higher incomes for farmers. Mechanization, affordable processing facilities, improved storage, institutional credit and export diversification are equally important for building a sustainable value chain. Initiatives such as the National Makhana Board, the Central Sector Scheme, dedicated HSN classification and research institutions provide an important institutional framework for this transformation.

If these initiatives are combined with modern technology, efficient post-harvest infrastructure, farmer-friendly credit systems and compliance with international quality standards, India can strengthen its position not only as the world's largest makhana producer but also as a leading global hub for the processing, branding and export of makhana.
